Summary : Since 2014, the association Reflets 15 has organised holiday breaks (Winter and Summer), and sports and cultural activities for children and youths (6-17 years) from any social background which allows them to socialise and discover their city or new environments.

Background to the programme

The association Reflets 15 was founded in 2014 by former managers of holiday organisations, holiday camps and recreation centres to respond to the demand from young people for holidays in small numbers (twenty people) and for local support.

Objectives of the programme

- Offer recreational activities or holiday breaks for young people

- Special attention paid to young people in difficulty

Implemented actions

- Public: children and young people aged 6 to 17 years old

- Regular cultural or sports activities: organised on Wednesdays by Reflets 15 and supervised by its organisers (eg. afternoon rollerblading, discovery workshop of architecture, cooking workshops for local specialties ....)

- Holiday breaks: 2 to 3 times a year breaks offering seasonal activities (skating, dog sledding, sand yachting in the Summer, theatre (Avignon Festival in partnership with the Association CEMEA), mountain ...)

Quantitative and qualitative results from the implemented actions

- Around 90 children a year go on holiday or take part in activities in Paris (outside of extracurricular activities) of which 10% are children from families in financial difficulty

- 2-3 stays organised per year with an average participation of 15-20 children

- 3 specific activities organised per year with an average participation of about ten children

- Significant level of commitment from young people

- Approval "Youth and Popular Education"

-Currently two young animators come from the holidays

- The retention rate is about 35% for the Winter holidays and 20% in Summer and children come on the recommendation of member’s families

Original characteristics

Reflets 15 encourages young people who have benefited from these trips or activities to become leaders in the association by helping them obtain their Certificate of Aptitude as a Facilitator (BAFA).

Partnership(s) developed in the context of the programme

- Regular work with a wide network of associations and social services

- Reflets 15 is an adherent to the Committee for Initiatives and Consultation in the Neighbourhood (CICA) in the 15th arrondissement, to the OMS XV (Office of Sports Movement), and the UFCV (French Union of Holiday Centres)

Feedback

Difficulties and/or obstacles encountered during the programme’s implementation :

- Standards concerning the premises of the holiday centres: many institutions are closing because of the high cost of maintaining the standards

- Funding for holidays that do not allow many people to be hosted

- The association does not have a centre and therefore rents the welcome centres.

Suggestions for future improvement :

- Formalise its partnerships to offer different activities and to have a long term vision

- Develop lobbying activities with the authorities on the subject of standards for the welcome centres

- Rely locally on a network to pool resources between associations

Summary of factors responsible for the programme’s success :

- The associative network of recreation and social centres which allows an offer to be proposed to a socially diverse public

- Solidarity pricing for breaks: families with small budgets benefit from a symbolic price

- Involvement of children: participation in activities and opinions for the evaluation of the activities

- Relationship with the families: a meeting with Reflets 15 is possible before the child’s inscription, a meeting a few weeks before the start of the stay, individual notification of the arrival of their child at the place of residence and telephone contact during the stay

- Level of supervision during the holiday: 1 facilitator for 8 children under 12 years and 1 for 9 teenagers

- Authorisation to issue tax receipts which are very useful for funding

- No proof is asked of the families addressed by social services.
